Appropriations are not the same as pork. The president has no way of knowing what is needed in every congressman's district, so appropriations are used by them ALL to channel money to their areas for different projects. Pork is a line item in an appropriation which circumvents the established budgetary procedure. Don't mix the 2, they are not the same.
