McCain’s claim is false. In 2006, the senator teamed up with fellow Arizona senator Jon Kyl (R) to funnel $10 million toward the University of Arizona for an academic center named after the late Supreme Court Justice William Rehnquist. FACT

This wasn’t pork because it wasn’t slipped into some bill in the dead-of-the-night, but was a separate piece of legislation. As a separate authorizing bill (that died in committee), it doesn't meet CAGW's definition of pork

Appropriations are not the same as pork. The president has no way of knowing what is needed in every congressman's district, so appropriations are used by them ALL to channel money to their areas for different projects. Pork is a line item in an appropriation which circumvents the established budgetary procedure. Don't mix the 2, they are not the same.
